The Department of Social Welfare and Development (DSWD) is thinking of adding high-tech features to cards which verify identities of subsidized rice beneficiaries. In a radio report, DSWD secretary Esperanza Cabral said that the cards will soon contain bar codes which will trigger an alarm when scanned.
Besides discouraging the use of fake cards, it will also prevent individuals from buying government-subsidized rice and then selling them at higher rates. “We will place bar code systems so that the cards whose bar codes do not match will trigger an alarm when scanned.
That way, unscrupulous individuals will not get cheap rice," Cabral said on government-run dzRB radio.
Cabral said that this initiative is separate and independent from another program, called the “Beneficiary Identified for Government Assistance (BIGAS) numbers," which will be issued to local government units to prevent the proliferation of fake cards.
“We are taking all measures to make sure the cards will not be easily faked," she said.

Japanese scientists have reacted angrily to media reports that surplus whale meat is being sold as pet food.
A UK conservation group said last week that Japan's research programme was landing so many whales, unwanted meat was being turned into dog food.
But the Institute of Cetacean Research (ICR) in Tokyo said less than 100kg of a species not covered by a global ban was sold to a pet food manufacturer.

The ICR said Japan does not have a glut of whale meat.
In a statement issued on Thursday, the ICR's director general criticised claims made by the Whale and Dolphin Conservation Society (WDCS) and the media's reporting of them.
"This is an indictment on western media who do not question the information they receive on whaling and instead further reinforce falsehoods and wrong assumptions," said Dr Hiroshi Hatanaka. Read full story on this site.



Come back to my week long vocation..

I just came back from my week long vocation in Zambales my aunties hubby town.. A 250 km north of Luzon. Its verry fun having a long summer vocation on that place together with my dog Popoy, my american cocker spaniel dog .. We used to go to the beach which is only 5mins from my titas house, we start swimming as early as 7 in the morning till noon. As we ussually observed we were the only family using the private resort, a distant relative of my uncle who is now in Guam. His son, my cousin and my other cousins using the huge cottage as far as i know is free for us.
The Ocean looks so calm and verry clear crystal water in dimmed morning until its shines by the sunlight in the afternoon. What brings my attentions is the little boy walks in the ocean waiting for his father to arrived came from fishing. Hes only 3 or 4 years old if im not mistaken. I asked him whom his waiting then he replied his waiting for his father. His little footprints embeded on the sands for he wore nothing aside from his short.
I asked him if he have his breakfast then he said he never even have his dinner last night coz his father left them nothing only but water and coffee and no sugar. At his age hes already smart saying that when his father will arive he will fall in line in the school buying an NFA rice for this is the only rice they can buy.
I tell my cousin about the rice issue, i thought this place is a rice fields in the north then why there is a falling in line of people here buying for a NFA rice? He simply said that rice here are already gone or sold out in buying station. And now they are the one suffer for that dillemma.
The only one cheap here is a kilo of dilis. The father of that little boy got when they arrived. In a whole day and night of fishing the only fish they got is what we called tamban and dilis. And now they sell it for as low as fifty pesos a kilo, they got arround 20 kilos of that fish and thats is much for a day of fishing. The only problem is they are 7 fisherman in a boat or in a group.
As long as they will sold out that bunch of fish they will devided the amount in 7. How this little boy will buy that NFA rice and a small piece of chicken or pork for their lunch or dinner? If his father will take out the sum of money for as less as two hundred pesos.
Then i asked myself im still lucky coz i was here for vocation and nothing else to think but how to enjoy life of a small boy like me. Im also lucky for i never even skipped dinner or breakfast in my families table.
Or am i lucky coz my father is not a fisherman nor a farmer? But the only thing i know is im lucky coz i have my father who is even seperated from my mom, still not forsaken me... And thats my father.. my only father...

Dog crosses mountains, desert...gets back home..


ELY, Nev. - A dog that ran off during a road-trip rest stop apparently made her way nearly 80 miles across Nevada's high desert and two mountain ranges to return home a week later.

Moon, a Siberian husky, was reunited April 14 with owner Doug Dashiell, who had last seen her April 6 near Railroad Valley, about 77 miles from his home in Ely.

Moon, who is nearly 2 years old, was no worse for the wear, with the exception of stinking like a skunk that apparently sprayed her somewhere along the journey.

"I've had trouble with her running away before. She's always come home," Dashiell said. But he didn't expect her to show up after a week had passed."

After seven days — no way," he told the Ely Times for a story Thursday.

Then the White Pine Veterinary Clinic called Dashiell and told him Moon was back in town. She had wandered up to an Ely residence where Alvin Molea took her home, fed her and gave her a place to sleep.

Molea called the clinic because the dog was wearing a tag from it.
The dog's journey would have taken her across the White River and Ward mountain ranges.

The English Cocker Spaniel is a breed of gun dog. It is one of several varieties of spaniel and somewhat resembles its American cousin, the American Cocker Spaniel, although it's closer to the working-dog form of the Field Spaniel and the Springer Spaniel. Outside the US, the breed is usually known simply as the Cocker Spaniel, as is the American Cocker Spaniel within the US. Due to the breed's happy disposition and continuously wagging tail, it has been given the nickname "merry cocker". The Cocker is a sturdy, compact, well-balanced dog. It has a characteristic expression showing intelligence and alertness. Its eyes should be dark and its lobular ears should reach the tip of the nose when pulled forward. Today, a significant difference in appearance exists between field-bred and conformation show-bred dogs. The Cocker's tail is customarily docked in North America. In countries where docking is legal, the tail is generally docked at about 4–5 inch (10–13 cm) in field-bred dogs while show dogs generally are docked closer to the body.

Although field-bred and show dogs are found in largely the same colours, some hunters prefer to have white in the coat to make the dog more visible to gunners.

Whippet.. todays dogf breed..


The Whippet is a breed of dog, specifically a member of the sighthound family. They are active and playful and are physically similar to a small greyhound. Their popularity has led to the reuse of the Whippet name on a large number of things, from cars to cookies.


Whippets are a medium-size dog averaging in weight from 25 to 40 lb (11–18 kg), with height (under the FCI standard) of 18.5 inches (47 cm) for dogs and 17.5 inches (44 cm) for bitches. Whippets tend to be somewhat larger in the United States with their population in show, coursing and some race Whippets required to be within the AKC standard of 18.5 to 22.5 inches (48–56 cm) for dogs, and 17.5 to 21.5 inches (46–53 cm) for bitches.

Because color is considered immaterial in judging whippets, they come in a wide variety of colors and marking patterns, everything from solid black to solid white, with red, fawn, brindle, blue, or cream. All manner of spots and blazes and patches are seen, sometimes all in the same litter.

Todays News...2,000-year-old artifacts, cave found in Mindanao


ZAMBOANGA CITY, Philippines – An ancient burial cave was discovered in the Philippine island of Mindanao, south of Manila and officials have sealed the site to prevent looting of artifacts, many of them jars made from clay.
It was not immediately known whether there are other treasures in the cave which was accidentally discovered by quarry diggers on Wednesday in Maitum town in Sarangani province.
The latest discovery in the village of Pinol was near another ancient burial site discovered in 1991 where burial jars, shaped in different human forms, had been recovered inside Ayub cave.
Lingling Jabel, owner of the quarry site, informed local authorities about the find and the site was immediately sealed and security forces are guarding the cave where several burial jars have been recovered."
The quarry site is more or less half a kilometer away from Ayub Cave. The archaeological find at Ayub Cave consisted of anthropomorphic burial jars that date back nearly 2000 years ago. The anthropomorphic potteries of human figures depicting various facial expressions are associated to the Metal Age in the Philippines," the local government said in a statement.
"I feel happy that we have found another valuable artifacts that would help us understand more our history as a people not only in the Philippines, but probably in the whole Southeast Asia," the mayor of Maitum, Elsie Perrett, said.
Dr. Eusebio Dizon, curator of the Archaeology Division and chief of the Underwater Archaeology Section of the National Museum, has described Ayub Cave as "the most significant cave in Mindanao" and its finds as "unparalleled in Southeast Asia."
A team of experts from the National Museum are expected to arrive in the town to inspect the new cave.
The site had been dated to A.D. 70 to 370 and 5 B.C. to A.D. 225. The radiocarbon dates were obtained from the soot samples taken from the small earthenware vessel found inside one of the anthropomorphic burial jar.
The jars are unique and they are like portraits of distinct individuals, of specific dead persons whose remains they guard, described the burial jars in a book entitled "Faces from Maitum," written by Dizon himself after the 1991 discovery of the Ayub cave.
The provincial government described the cave as a unique and fascinating assemblage of archeological find - human faces and figures in earthenware- that depicts Sarangani's cultural wealth was excavated here.
It said the recovered potteries were used as secondary burial jars. Its coverings were molded as human heads emulating different facial expressions of happiness, contentment, and even a trace of desolation."
Such were shaped artistically tracing the most conservative detail of the human face that can still be seen in the broken fragments of the jars outside the cave... retaining their natural color even up to now," it said.
Ayub cave is made up of Miocene limestone formation. The opening is about two meters wide and two meters high, sloping downward to at least 20 degrees angle and extending a length of 11 meters from the entrance.

NEW DELHI - A baby with two faces — two noses, two pairs of lips and two pairs of eyes — was born in a northern Indian village, where she is doing well and is being worshipped as the reincarnation of a Hindu goddess.
Hundreds of pilgrims have visited Lali, the 1-month-old baby and her impoverished parents to touch her feet out of respect and receive blessings.
The baby has caused a sensation in the dusty village of Saini, 40 kilometers (25 miles) from New Delhi.
When she left the hospital, eight hours after a normal delivery, she was swarmed by villagers, Sabir Ali, the director of Saifi Hospital, said Tuesday.
"She drinks milk from her two mouths and opens and shuts all the four eyes at one time," Ali said.
The child apparently has an extremely rare condition known as craniofacial duplication, where a single head has two faces. All of Lali's facial features are duplicated with the exception of her ears — she has two.
Lali's condition is often linked to serious health complications, but the doctor said she was doing well.
"She is leading a normal life with no breathing difficulties," said Ali, adding that he saw no need for surgery.
Lali's parents, Vinod and Sushma Singh, were married in February 2007, according to news reports. Lali is their first child.
"Initially we had some problem in accepting the child but now everything is fine," Sushma Singh told The Hindustan Times. "She is just like any other child."

The King Charles Spaniel (known as the English Toy Spaniel in the U.S. and Canada) is a breed of small dog in the spaniel category. The Cavalier King Charles Spaniel is a different breed, although it is sometimes referred to as a King Charles Spaniel. The Cavalier is more closely related to Pug.

Coat
Like its larger cousin, the Cavalier King Charles Spaniel, the King Charles Spaniel has a silky, often slightly wavy coat. It tends to be shorter than that of Cavaliers.
This breed also comes in the same color varieties as the Cavalier: Blenheim (red-and-white), Prince Charles (tricolor), King Charles (black-and-tan) and Ruby (solid red). Originally, each of these color patterns was regarded as a separate breed, but in the late 1800s the four varieties were consolidated into a single breed.

Oprah Winfrey dedicates show to her late dog


CHICAGO - Oprah Winfrey plans to dedicate a show investigating abuses at puppy mills to her cocker spaniel, Sophie, who died last month from kidney failure."
Sophie gave me 13 years of unconditional love. She was a true love in my life," Winfrey says on the broadcast scheduled to air Friday. (Advance remarks from the show were released Tuesday by Harpo Productions.)
The show features special correspondent Lisa Ling investigating puppy mills, which Ling calls "horrific" and "haunting."
Winfrey says the show is "for anybody anywhere who loves a dog, has ever loved a dog, or just cares about their basic right to humane treatment."
While Sophie was not a product of a puppy mill and Winfrey's three current dogs were adopted from breeders, Winfrey says in the future she would look to adopt from an animal shelter.
"I would never, ever adopt another pet now without going to a shelter to do it. I am a changed woman after seeing this show," she says.

The first manned, hydrogen-powered plane has been successfully tested in the skies above Spain, its makers say. The small, propeller-driven craft, developed by aviation giant Boeing, made three short flights at an airfield south of Madrid, the company said. It was powered by hydrogen fuel cells, which produce only heat and water as exhaust products.

The tests could pave the way for a new generation of greener aircraft, the company said. Boeing's chief technology officer John Tracy said the flights were "a historical technological success" and "full of promises for a greener future".

Small future Three test flights of the two-seater aircraft took place in February and March at an airfield at Ocana, south of Madrid. The plane was modified to include a hybrid battery and fuel cell system developed by UK firm Intelligent Energy.

The fuel cells, which create electricity by combining oxygen and hydrogen, were used to power an electric motor coupled to a propeller. Other organisations have demonstrated solar-powered planes During take-off the planes batteries were used to provide an additional boost, but whilst in the air, the plane relied entirely on the cells.

Boeing said the plane has a flying time of 45 minutes but tests were limited to around half that time. Although the test had been successful, the firm said it did not believe fuel cells could be the primary power source for large passenger aircraft.

However, it could be used as a secondary source of energy for large planes, according to Nieves Lapena, the engineer responsible for the test flights, but this may take some time to develop. "In my opinion, we are talking about a delay of about twenty years," she said.

Green skies Hydrogen-powered planes have been flown before, but never with a human pilot onboard. In 2005, California-based AeroVironment successfully completed test flights of its Global Observer craft which was powered by liquid hydrogen. The hydrogen-powered plane is capable of carrying two people.

Other companies are also seeking to develop more environmentally-friendly planes, amid concerns over their contribution to climate change. Earlier this year, the airline Virgin Atlantic conducted the first commercial flight powered partly by biofuel.

And last year, defence firm Qinetiq flew a solar-powered plane for 54 hours, smashing the official world record for the longest-duration unmanned flight. Zephyr, as the craft was known, could be used for military applications, as well as for Earth-observation and communications. Other unmanned prototypes have been shown off by the American space agency Nasa.

However, in 2010, Swiss balloonist Bertrand Piccard plans to launch Solar Impulse, a manned plane in which he will attempt to circumnavigate the globe.

To carry the precious payload, the craft will have a huge wingspan of 80m (262ft), wider than the wings of the Airbus A380. As the plane is piloted by only one person at a time, it will have to make frequent stopovers. The current plan is for the journey to be broken into five legs each lasting between four or five days.

What are the Most Common Diseases to Affect Older Pets?

Older pets are more prone to certain diseases and conditions that are rarely seen in younger animals. Because animals are living longer than they used to, these diseases are becoming more and more frequent. If you have older pets — over ten years old — it's important to remember that many diseases are curable if detected early and treated aggressively. Older pets have a high chance of becoming obese. While obesity in itself is not disease, it can contribute to the onset of certain diseases, such as diabetes and heart disease. In fact, diabetes mellitus is a common problem in older pets, with many animals, especially dogs, becoming insulin dependent.

Dental disease is another common malady to affect older pets. This in turn can lead to kidney or liver problems, as the bacteria often gets into the bloodstream. Tartar buildup and gum disease should be treated by a veterinarian even if your pet doesn't seem bothered by it. Tooth brushing and chew toys can help prevent problems, but in older pets that already have advanced dental disease, an in-depth dental scaling may be the only choice.

Older pets are also prone to arthritis and degenerative joint disease, which is especially common in large dogs. Arthritis can be treated with prescription drugs and Glucosamine supplements, but daily exercise also helps.
If you have a pet that has suddenly become less active and seems to have a hard time getting up and moving around, have him checked for joint and bone disease.

Cataracts are common among older pets that have a history of diabetes or high blood pressure. The good news is that cataracts can be safely removed through surgery in up to 90 percent of cases, and many pets are also good candidates for intraocular lenses implants, so make sure you ask your doctor about it.
